How local government reorganisation will boost Oxfordshire’s economy

Local government reorganisation (LGR) – and the One Oxfordshire proposal in particular - is a major opportunity to strengthen Oxfordshire’s economy and unlock new growth. 

By moving from multiple councils to a single unitary authority, Oxfordshire would benefit from simpler, more coordinated planning and investment across the whole county.

A countywide approach. One of the biggest economic advantages of One Oxfordshire is the ability to take a truly countywide approach to planning, infrastructure and development. Under the proposal, decisions can be made more strategically, allowing Oxfordshire to harness the full potential of our world‑leading economic assets – from universities to science parks, innovation campuses and advanced technology hubs.

Helping innovation to flourish. Oxfordshire’s economy is already built on global strengths such as AI, quantum computing, space technology, biomedical science and robotics, all of which benefit from strong connectivity and countywide coordination. A unified council ensures these sectors receive coherent support, helping innovation flourish.

Financial resilience and efficiency. One Oxfordshire will save £63 million a year, rising to £163 million by year five, through reduced duplication and streamlined services. These savings can be reinvested directly into services and infrastructure that underpin economic growth – such as transport networks, digital connectivity, and business support. Stronger financial stability also enhances the county’s ability to plan long‑term investments and weather future economic challenges.

Simplifies the experience for businesses. Rather than navigating multiple planning authorities, regulatory systems or support services, businesses would deal with one clear, consistent organisation. This speeds up decision‑making, reduces red tape and creates a more attractive environment for investment. A simplified structure increases accountability, helping local employers understand who makes decisions and how to influence growth priorities.

Strengthens local democracy. One Oxfordshire ensures decisions are made closer to communities, through robust neighbourhood governance and stronger partnerships with town and parish councils. This helps ensure economic development reflects the needs of different communities – urban, rural and everything in between – while still benefiting from countywide coordination.

Together, these changes create the conditions for sustainable, inclusive growth – positioning Oxfordshire to compete globally while delivering prosperity locally.
